Fu Cong said that last month the Security Council failed to adopt the draft resolution on outer space security proposed by the United States and Japan. Since then, Russia has proposed a new draft resolution, which affirms the role and contribution of the Outer Space Treaty. At the same time, it also strives to fill the gaps in the treaty, explicitly prohibits the placement of various types of weapons in outer space, and calls for the early conclusion of an outer space arms control treaty. These contents have received the support of more than two-thirds of the Member States at the UN General Assembly, reflecting the general concerns and voices of the international community, especially the vast number of developing countries. China supported and co-sponsored the Russian draft resolution. However, due to differences in positions of all parties, the draft was not adopted in the vote just now. China deeply regrets this.
